By default there's unique survivors that always spawn in certain locations. I turn that off tho cuz I don't like it. Otherwise the best way I found is just driving around looking for some people wildly fleeing zombies or having a shootout like madmen. The game will lag/pause, sometimes stop responding, for a few seconds. It's not consistent though and I'd rather not play for an hour or so each time to test out which mod it is.
